Coffs Harbour, New South Wales
The project team, in alliance with Coffs Harbour City Council, designed and constructed a reclaimed water deep sea ocean release off Boambee Beach at Coffs Harbour. The initiative was an integral component of the Council's city wide sewerage strategy.

Working in an alliance project delivery framework guaranteed a successful outcome for both the client and the community through:

providing internationally renowned design and specialist construction expertise

facilitating the closure of three existing shoreline reclaimed water dischanges at Woolgoolga, Coffs Harbour and Sawtell, and
-
providing a facility to release deep at sea reclaimed water that cannot be stored, particularly during extended wet weather periods.
As an Alliance partner, the project team was responsible for the following sequence of events:
- designing and constructing the 1m diameter, 1.7km long high-density polyethylene deep sea release pipe and associated equipment to discharge surplus reclaimed water 1,500m off Boambee Beach
- installing the deep sea release pipe from the Howard Street water reclamation plant, which is treated to a quality used to irrigate sporting fields and crops in the area
- installing the pipeline from the reclamation plant, before turning seawards, and then pipe jacked under the railway line and sand dunes to a minimum depth of 2m
- building a 400m long temporary steel trestle to dredge the trench and installing that length of pipeline to a depth of approximately 5m under the seabed through the surf zone, before it emerged on the seabed
- assembling the remaining 1.1km of pipeline, which was launched into Coffs Harbour, and then towed 2km, sunk and joined to the pipe at the end of the trestle
- stabilising the pipeline on the seabed with 4t weights spaced at 4m centres, and
- installing 37 diffusers at the end of the pipeline once it was in position on the sea bed at a depth of 20m.
